Job Description:As a global player and buyer of goods and services, European Procurement Organization leverages technical excellence to develop best TCO solutions to secure the Arcelormittal's supply chain, while providing efficient and reliable services to internal customers commonly called “Users”. EPO negotiates the purchases contracts of products and services for the group mills worldwide, designing and implementing relevant strategies to anticipate market evolutions and establish transformation programs.Location: LuxembourgMissions :
  • Handles the IT & Telco procurement process in coordination with the Project Manager, Lead Buyer and team (technical lead, etc.), from early definition of the purchasing strategy until completion of contract execution, and notably:
  • Selects appropriate vendors for the tendering process
  • Handles the tendering process in order to ensure the short listing of the best offers in terms of quality, availability, prices and TCO aspects
  • Deploys purchasing productivity tools (e-RFQ, e-sourcing)
  • Ensures the respect of procurement process timeline
  • Leads the negotiations for optimized contract which maximized purchasing performance
  • Designs the contract aligned with ArcelorMittal general conditions and similar guidelines
  • Coordinates the evaluation process of the suppliers in his/her area of responsibility
  • Obtains approval of the negotiation results as per ArcelorMittal governance
  • Applies EPO Quality Management Policy and objectives in his/her area of responsibility
  • Checks synergies, leverages practices and bundles project negotiations
  • Performs cost analysis and benchmarks on his/her project
  • Contract Management full cycle
  • Shares knowledge / lessons learned from previous experiences with the team
  • Coordinates and works with BCoE to realize the contract and PO's
  • Manages all local categories for the assigned clusters (including subcontracting)
  • Supports respective lead buyer in having global view on cluster operational and demand health, at all time
  • Coordinates, guides, and reviews delegated buyers within the assigned cluster scope
  • Contributes to overall master planning and plans execution for the given scope
  • Updates activity list and status on day-today basis
  • Masters one of the procurement systems & 1-2 domains of process atleast
  • Supports “Services” lead buyer in maintaining global picture on “Sub-contracting” & category
Requirements :
  • Master's degree in Business, Economics, Engineering or equivalent
  • Experience in an Information Technology and Contract environment
  • English - Advanced level. French, Spanish or German is a plus
  • 5 years of experience in Purchases for ex. as Site Buyer, or in IT Site Operations
  • Keen commercial sense
  • Dynamic, persistent, working autonomously and taking initiative
  • Good communication and negotiations skills
  • Proficiency in Office Tools (Excel, Word, PowerPoint)
