MIBL provides a wide range of financial services to institutional investors including depositary, custody, fund administration and other banking-related services.MIBL now has an opening for an:Deputy Chief Risk Officer (F\M) - CDIThe Deputy Chief Officer (DCRO) will join the Risk Management Department (RMD) to work together with CRO on the oversight of the Bank’s financial and operational risk exposures and continue strengthening the Bank’s risk governance and management framework. She/he will guide RMD’s members on implementing new regulatory requirements (CSSF, BCL/ECB) ensuring compliance. The DCRO will represent the RMD’s at the Risk Management Committee, Credit & ALM Committee, Executive Committee, and Board of Directors meeting and ad-hoc risk related initiatives (projects, audits, due diligence, new
regulations) as required by the CRO and the General Management.Your responsibilities will include:
- Supervise the proper functioning of Risk Management Department, including the oversight of non-financial risks (operational, outsourcing & ICT risks, climate risk, ISO) and financial risks (credit, market, liquidity) both in terms of governance and daily monitoring of actual exposures.
- Review and amend as appropriate yearly regulatory reports (Recovery Plan, ICLAAP, Pillar III Disclosures, Risk Management Report) ensuring data accuracy and the quality of the deliverables.
- Together with the CRO ensure compliance of the Bank’s Risk Appetite Statement, follow up of objectives established in the yearly Risk Management Plan and Risk Strategy, escalating deviations to the CRO, the General Management, Board of Directors and Head Office when required.
- Draft materials, decks and presentations for the monthly Credit & ALM Committee, Risk Management Committee, New Business & Product Acceptance Committee, monthly Operational Incident Meeting and gather materials for both internal and external auditors.
- Ensure Policies, Procedures and Manuals are up to date, liaising with risk management’s staff in charge of financial and non-financial risks to ensure the risk framework is up to date, covering changes in regulatory requirements (CRD VI, CRR III, Credit Spread Risk).
- Attend to the Bank’s committees (Executive Committee, New Business Acceptance Committee, Compliance Committee, Regulatory Committee, Depositary Committee) on behalf of the Risk Management Department and participate in specific projects and due diligence requiring risks assessments and opinions.
- Be the back-up of the CRO and provide risk advise to the General Management on new initiatives.
- University degree in Finance, Banking or Risk Management. Master degree, FRM or CFA desired.
- Minimum 10 years of risk management experience held in a custodian bank, depositary bank or asset servicing entity in Luxembourg or in a EU country.
- Strong knowledge of CSSF circulars (12/552 as amended) and EU regulation (CRD IV, CRR III and LCR delegated act, Large Exposures, SRB Resolution Planning).
- Solid understanding of an operational risk framework within a custodian bank (operational risk, outsourcing, ICT risks, depositary risks)
- Very good interpersonal skills to liaise with the Bank’s Head of Departments, C-level stakeholders and regulators.
- Experienced in making presentations at committees and leading specific risk related projects.
- Proficient in drafting and reviewing regulatory reports (Business Recovery Pillar, ICLAAP, III Disclosures, Risk Management report) for the CSSF and BCL/ECB.
- Collaborative, detail oriented, able to deliver high quality reports to the CRO, DCEOs/CEO and Board of Directors when required.
- Fluent in English
